IELTS exam now or later
I had a question about the IELTS exam, the earliest one in my location
is in late June, that's about 6 weeks away, and then if you count 2
weeks to get the test results, i.e. about 2 months away.
Should I send my application now and take the test later, or should I
send the application after 2 months after taking the exam?
Advises?

I think you can send application now, and add test results later after
you'll receive AOR with case number.
Language test results are considered only at the time of assessment,
and it happens much later after AOR receipt, so you should be fine.

Wrong!
Application without evidence proving claimed level of language proficiency
will be returned - IELTS may be submitted later only if there is a
substitute evidence included with the application package.

As Mr Miller has said that the immigration authorities would not
accept the application without the proof of claimed level of english
proficiency.I wanted to ask about sending a toefl score (my score is
620, which would definitely result in a higher IELTS score) as a
temporary subsitute for the IELTS exam and attach a letter expalning
the same. In this way by the time one gives IELTS and get the result
(which will take at least two months) the application would have been
processed.
Please tell me the viability of this option.

You may do that - just make sure to include also your own submission letter
explaining when and where did you learn English and how you use it at work
and your daily life. Note that TOEFL doesn't test all four skills as IELTS
does, thus it will never fully substitute for IELTS. Submit IELTS results as
soon as you have them, and don't forget to refer to your file number.

Applications are never returned if IELTS Test report form is NOT
submitted; at least in the visa posts in Asia. The test result is
requested 2-3 months after receipt of AOR.
