They specifically said there had been DUIs who after five years have been allowed through for the working holiday visa or IEC. I assume there is a level of discretion applied somewhere along the line.

1. Unless they can trot out a person who admitted to a DUI and was admitted after 5 years without going through Rehab, I think that I would go with the Immigration Act and Regulations which state you are inadmissible.
Rehabilitation means that you are not likely to commit new crimes.
You can apply for individual rehabilitation to enter Canada. The Minister, or their delegate, may decide to grant it or not. To apply, you must:
show that you meet the criteria,
have been rehabilitated and
be highly unlikely to take part in further crimes.
Also, at least five years must have passed since:
the end of your criminal sentence (this includes probation) and
the day you committed the act that made you inadmissible.
There is one proviso, which probably wouldn't help that much.
What is the new policy on criminal inadmissibility?
Normally, if you have been convicted of an offence, such as mischief or driving under the influence, you cannot enter Canada without a permit that has a processing fee of C$200.
However, as of March 1, 2012, you may be able to get a temporary resident permit for one visit without having to pay the C$200 processing fee if you:
have served no jail time, and
have committed no other acts that would prevent you from entering Canada.

Would it be possible to be accepted through the IEC, police certificate and all, and then denied at a POE despite having a visa?

Possible yes reality wise highly unlikely. Actually several IEC applicants who received their POE letters were refused work permits as they could not show proof of funds $2500 or had insurance coverage covering repatriation.

Think of a visa as something that just lets you go to Canada and knock on the door to ask for entry, but not something that guarantees you will be allowed in. So you could knock and be told to go away, although as FL said it's rare. Having a visa gives you no right of entry at all though, only being a Canadian citizen would do that.

Thanks for the answers. I guess it depends who you get at the other end and how in depth they go. Not having proof of funds, etc is not fulfilling the conditions... As is being criminally inadmissable.
Guess I'm never going to know for sure until I get to the other side!
