You forgot to mention a Citizenship Card available for Canadian citizens -
the one all new citizens get at the oath ceremony and existing citizens may
apply for.

It also looks like, from what the minister said, that it will be akin to the
PR card and used only for travel, containing biometric data to aid Canadian
Citizens in identifying themselves and proving their citizenship and
identity when travelling, rather than a regular national ID card that you
carry in the country to access ervices and prove your ID to police and for
benefits etc.
The minister even suggested in the future the biometric ID card might
replace the paper passport as a travel document once all countries can
utilise such identification.
