husband getting student visa/can i work?

My husband will be studying for his doctorate in BC, so I will be able to qualify for
an employment authorization during the term of his study (4-6 years). Will this allow
me to work anywhere? Or will Canadian citizens and permanent residents still be
considered for jobs first? (I am an an American journalist/editor and ideally will be
looking for such jobs.)

Also, could I move with him to BC before the employment authorization is compete, or
is it best to wait until I've got it in hand?
