I'm a Canadian Permanent Resident and have applied to sponsor my spouse who
is currently outside Canada. I'd like to know how I can apply for CAIPS

You have to send 5$ fee to Receiver General of Canada
Apply with details and signed authorization to disclose personal info
by the candidate.
