how to accelerate the background check

My background check starts April, 2000, not finish yet. Currently, I am getting an
job offer. The empolyer wants to use Provincial Nominee Program. Does it help?
What can I do?

Nothing - background/security check is conducted by Canadian security agencies
independently from CIC and nobody can speed it up or do anything about it.

Can I get working permit if the empolyer applies while my case is in processing?

Flying:

Where do you come from and where have you lived in the past ten years. Do you come
from a country which is known to sponsor terrorists etc... How do you know that your
clearance started in April 2000 and are you certain that your case has been otherwise
approved. It is possible to have your lawyer write to CSIS if this is indeed the
problem. Sometimes the report has already been made by CSIS and is sitting in CIC
headquarters awaiting a decsion. Sometimes a clearance can be accelerated but you
have to know the systems and how it operates.
