I have not heard from Hong Kong for 2 1/2 months after submission of immigration
application.
I kept sending fax to:
Visa Section Consulate General of Canada,
G.P.O. Box 11142, Hong Kong Fax: (852) 2847-7493
But the fax was not going through everytime I tried it. Please help!

Patience, patience and more patience...
It is not unusual to receive AOR letter even 4 months after application has been
received by visa post. BTW, why did you submit application to Hong Kong if you are
in the US?

It is not unusual for HK to be slow and even if your fax gets through, = there is
nothing that makes them answer routine faxes.
There are published guidelines. If these are exceeded, give them a = little more
time. If it goes beyond this, then try and find out if they = have it. (perhaps you
sent via courier or registered mail)

Thank you very much for your answer. But are you saying 4 months? Is it
too extreme?
I submitted it from US, yeah. I first submitted it and was completely returned
back to me after 1.5 months for some missing information. I followed their
instrution and provided missing information. Then, re-submitted it again. It was
this second time that I have problem. I have not heard from them since my second
submission. Now it is close to 3 months. If the first time it took
1.5 month for them to response, why this time take twice as long and no
ending in sight.

Unfortunately Hong Kong is currently one of the slowest (if not The Slowest) visa
posts. Waiting 4 months or more for AOR is not that unusual and it is a norm for
applications from outside HK jurisdiction.
