I got a letter today from Buffalo to send my passport.
I just wanted to check if this is a new thing, because earlier they would just send the landing papers.
My main concern is that how safe is it to send the passport ( agreed, I have no other choice

Interview waiver : Aug 16 02
ROFL paid : Aug 22 02
Medical recvd by Buffalo : Sept 03
Passport request : Sept 30

Just courier it ... but they will send in regular snail mail.
even in person is not permitted.

Andrew Miller

You need to submit passport to processing visa post in order to have
counterfoil visa affixed into your passport.

So after I get the passport back, I just need to travel over the border and
come back into Canada, correct?
