Default Going back while PR application under processing in buffalo

I am internation student in Canada. Since my student permit is
expiring soon, i may have to go back (Nepal). Apparently, i may not
receive the initial assesment before leaving. What will be the
consequences of going back?

One thing i know is they may call me for interview. Under such
circumstances,
i have to apply for US visa from Nepal and what will happen if they
reject? Can i transfer my file to New Delhi? or Buffalo does not allow
file transfer under any circumstances?

How about the police report from RCMP. Do i have to come here for
finger print and other things?

Is there any other point of complication?

Thank you very much in advance for suggestions/clarifications.

As I understand, Buffalo has stopped transferring files to other countries/consulates.

If you're called for an interview and you're in Nepal (or any other country than the US) at that time and you don't get a US visitor visa, your PR application is very likely to be rejected by the CIC for not attending the interview.

Experts, please chime in.
