Fiancee and the new Immigration Act?

I have been approved to sponsor my fiancee, she is about to send her application to
Vienna office.

Will the process be affected by the new Immigartion Act if it comes in force before
she gets approved? I read that fiancee will not belong to the family class in the new
Act - what will happen with the applications to sponsor fiancee that are in the
system already?

Thanks to all who can advise!

Fiancée's applications under new rules will be processed on the Humanitarian and
Compassionate grounds. Fiancée visa applications submitted and accepted for
processing before the implementation of new law will not be affected by it.
