FBI fingerprints illegible - Help!

FBI fingerprints illegible - Help!
To the Experts and everybody else:
In the assessment letter, Buffalo has asked me for updated FBI fingerprints. I have sent my fingerprints to the FBI THREE times, and every time they get sent back to me as "illegible."
Third time the fingerprints got returned to me, FBI sent me a note with them saying: "It is our understanding that Canadian authorities may allow alternate measures in cases where legible fingerprint impressions are difficult to obtain. We suggest you contact the office handling your residency application for clarification."
Is that true? Does anyone happen to know what I can do next? How do I contact Buffalo - they don't answer the phones... Any help will be appreciated.

Who took your fingerprints? Didn't they check to make sure they were
legible before sending them to the FBI?

Here is something to try. Go to your local police department and find out
if the person who does the fingerprinting of corpses can do your prints.
Take the letter from FBI showing that your prints are illegible.

Here is something to try. Go to your local police department and find out

Take the FBI instructions with you to your local police station and ask for someone experienced in the art of fingerprint taking to do them for you.
Having them returned three times is a bit much.

If you can get them taken electronically (Livescan machine) they will come out clearer, but still may be poor.
Get hold of your nearest police fingerprint bureau, explain the situation and tell them you need their best expert at taking prints. Then also get the bureau to write a letter explaining why they can't get a decent set.
I used to work in a UK bureau and we had the same problem several times - in all but one the letter was accepted.

It's funny you mention that. I've posted on this group before that I had my
fingerprints done at my local jail, since I worked there and it was
convenient. The Sergeant who did them joked with me about what a pain in
the butt I was, because he hadn't done ink fingerprints since the academy.
Our jail had been using the Live Scan system for a long time, so many of the
deputies had only done the ink variety in training. (That's why I asked a
Sergeant with over 15 years experience!)
