fbi clearance for seafarer?

fbi clearance for seafarer?
The embassy requires that I should submit FBI clearance and Police
Clearance from local State in the US.
I worked for a US based company as a seafarer which means that I
wasn't landbased and from time to time was assinged in different ships
(that means
different States). I read that FBI and police clearance are required
only for those persons who have resided/lived in the US for a minimum
of 6 months.
If I would add up the hours we were on US land, it wouldn't even
total 6 months because we were only there for 11 hrs a week for
embarkation and disembarkation procedures.
I already asked for exemption to submit the documents. What do you
think are my chances to get the exemption?

You are wasting time - it would be much faster and simpler if you would just

Where are you applying and what is/was your status in the USA. What
did you indicate on your application as your places of residence or
employment. You may be able to get away with the FBI clearance
provided you can show that you did not actually reside in the USA.

Where are you applying and what is/was your status in the USA. What
did you indicate on your application as your places of residence or
employment. You may be able to get away with the FBI clearance
provided you can show that you did not actually reside in the USA.

I agree Jim, but sorting things out that way will take few months at least,
while obtaining FBI clearance takes just few weeks.

I'm from Manila. I had a C1-D visa(Seafarer) which means we are not
allowed to stay on land for more than 29 days. We were on the ship
during the whole contract. I gave the embassy a copy of my C1-D visa,
employment letter and description of my job. I sure hope I can get
away with the FBI thing because according them it takes at least 60
days(?) to process the clearance.
Anyway, as per advice of Mr. Miller, I think I should just go ahead
and acquire the document.
