Family Sponsorship - Mr. Miller
Dear Mr. Miller,
Last year I got your useful answers for my PR application. Now, I have
another question regarding family sponsorship. My parents live
together, is it possible for me to sponsor my mom only? The reason is
my income is not enough to sponsor both of them.

Yes, you may sponsor one parent only, although the other one must undergo
admissibility checks as well and if found inadmissible (for example on
medical grounds) then the sponsored parent will also be inadmissible.

Why? Because they are spouses and each other's dependant. If the dependant
of applicant is inadmissible then the applicant is inadmissible as well. It
is the law preventing abuse - some with one parent who may be found
medically inadmissible on the grounds of excessive demand on health system
would otherwise sponsor the other parent only and then that sponsored parent
once a Canadian PR would be able to sponsor the other spouse. Also our law
immigration is not in the business of breaking marriages.

Anyway, that's not my purpose to abuse the health system. I'd like to
ask you other questions. If my mom come to Canada on a visitor visa
and then I will summit the application to sponsor her.
- Can I send it to Case Processing Center in Mississauga?
- Will she be able to stay here while the application is in process?

There is no inland PR process for family class members other than spouse and
common-law spouse or partner. Of course you may try to ask for case to be
processed inland on Humanitarian and Compassionate grounds if your mother's
return to home country is too dangerous, if she will face unusual hardship,
etc., but in the cases of sponsored parents chances for acceptance for
inland processing on H&C grounds are next to none. So, her PR application
will have to be submitted to Canadian visa post in her home country and she
will have to go there if interview is required. She may stay in Canada for
as long as her visitor status is valid.
