Which would be the best way to apply for Permanent Residence in Canada for same-sex partners in the following situation:-

Person 1) British, Ex Landed Canadian Immigrant (19 yrs in Canada) been out of Canada since 1975 and resident in the UK. Her family - mother, sister, brother (born Canadian) still in Canada.
Person 2) Same sex partner for 14 years who has more points under the Skilled worker class because of education and a second language.

At the moment we're thinking of person 2 being principal applicant under Fed. Skilled Worker class and person 1 being common-law partner. Is this the best way to go about it?

Another question for experts:
Person 1 had a previous long-standing relationship with a same sex partner who had children (via AI) during the relationship. They split some years ago but Person 1 maintained a 'divorced parental role' in an unofficial capacity to those children (who are now over 18 yrs old). Should these children be declared anywhere on the Immigration Forms for Person 1?
