Experts: Question on Immigration/Permanent Residency Cards
Hello Experts,
Let me thank you before reading this posting.
I have some questions regarding immigration. They are:
a. I am a Landed PR who wishes to go out of Canada before the 20th of June, 2002. I
do not have a Permanent Residency card.
So if the new rules come into effect after I leave Canada, can I stay upto
three years outside Canada and return back before the three year period ends
safely to Canada.
b. When I return will I face any problems with the immigration at the port of
re-entry?
c. Can I apply for the permanent residency card outside of Canada?
d. The Returning Residency Permits are not going to be issued under the new
laws, is it??

i believe the new rules suggest 2 years out of 5 (or maybe 4) so even if that were
the case youc ould not spend 3 years out of Canada. And if you spent 2 years you
would end up not even being able to go on holiday or business outside Canada for
longer than a day for like the next 3 years.

you will if you stay that long. I am also unsure how they will apply the new law, as
the regulations havnt been published yet. so it could be that if you leave before
June 28th the current law will apply until you return so youd have to return in 183
days, not 2 years. Aside from that, if you have been outside within the law and can
show, if asked, that you have maintained substantial ties to Canada and not abandoned
it, then you shouldn;t have anything to worry about. They will most likely accept the
current paper IMM001 in your passport for a while after the change over as it will
take a long time to issue everyone with the new cards.

no idea till they launch it, but i imagine it would be possible to apply for one from
the local ambassy or something, like applying for a new passport etc.

it is my understanding that they will no longer be issued after June 28th. However
that doesnt mean you couldnt get one before June 28th, if you qualified.
