Hello there,

Can an Arranged Employment for a Skilled Worker application NOT go through
HRDC validation if I am eligible for the Software Pilot Program?

No. You would be eligible in such situation for arranged employment points only
if you would already be working in Canada on work permit issued under pilot
program, valid for at least 12 months beyond PR application date and had an
offer of indeterminate full time employment from your employer.

Fact that you think you are "eligible" for pilot program is irrelevant. Nobody
alone is eligible for such anyway - it must be a combination of a job offer and
your qualifications that creates eligibility for pilot program.
