hi, i applied for a PR card in July but still hasnt gotten it
yet....now by the mid of november my citizenship will also be
due.....but i have to leave to USA.....can i apply for Canadian
citizenship now and simply leave and
then have a citizenship test and oath ceremony in USA....how and what
are the possible cons?

No, you can't have test and oath in US, period.
