English Profiency from USA (URGENT !!! URGENT !!!URGENT !!!)

Default English Profiency from USA (URGENT !!! URGENT !!!URGENT !!!)

Hi All,
I am on h1b visa in USA since 4 years. I applied for canada immigration on may 2001 and one week back i get some form from canadian consulate. According to that they want my all infomation again because canadian immigration change law so they want to count my point system again.

In this form, Canadian consulate want me to give IELTS exam or otherwise i have to prove that i know english by
giving some evidence.

My question is :
I don't want to give this IELTS exam so is it possible
you can guide me what document i need to send as a evidence
and what exactly matter i need to write for explanation so
i can get all english proficiency point ?

The only sure way to get maximum number of points for proficiency in English
is to submit IELTS test result with the score of 7.0 or better in all 4
abilities. Anything short of that would be gambling.

Questions:
1. If you applied on May 2001, have you had initial assesment such as
interview or interview waiver?
2. Where did you get your bachelor degree from? US?

What form did you get , if its the new IMM008 and you got your initial assessment (interview waiver) before March 2003 then you dont have to send any IELTS exam info.

Did this form specify the need for such documentation ?
