ECDL or ICDL are the initials of European/International Computer Driving
License. (www.ecdl.com).
"The European Computer Driving Licence (ECDL) is an internationally
recognised computer skills certification programme spanning some sixty
countries. Also known as the International Computer Driving Licence (ICDL)
for countries outside of Europe, the programme is enjoying phenomenal
world-wide recognition and growth".
The ECDL/ICDL consists of seven modules:
1. Basic Concepts of IT
2. Using a Computer and Managing Files
3. Word Processing
4. Spreadsheets
5. Databases
6. Presentation
7. Information and Communication.

Was it a full-time minimum one year classroom course which includes a proper
diploma? if so then yes, it ought to get you a point or two depending on
total years of education.
If you took the course by self-study, distance study, internet study or
evening class etc then no, sorry nil points.
Of course, ECDL is pretty worthless in its own right anyway as it is only a
very basic computing course, rather like NVQs but not as good and not as
recognised. This qualification is certainly not recognised internationally -
I asked my teaching colleagues in the US, Canada, Belgium and France and
they had never heard of it.

Qualifications obtained by distance learning from recognised
universities are usually ok for migration purposes.
