Nowhere...
The reason for CCPE requiring assessment for certain engineers is that majority of
jobs as a Professional Engineer require licensing as such and thus immigration
officers want to have applicant's credentials assessed by CCPE. Software Engineering
doesn't require any PE licensing as there is no such thing as a Professional Software
Engineer designation in Canada.

More specifically, there are no jobs titles as Software Engineers in Canada, or if
there are the employers are running the gauntlet of the Professional Engineers Assn
of their province. The PE assn's have claimed the term Engineer to mean
Professional Engineer.
If you want to be a Software Engineer, you can write the PEng exams and describe
yourself as an Engineer, but it would be kind of pointless.
Most IT jobs in Canada use other terminology, like Software Professional, Systems
Analyst, Systems Consultant, IT Specialist ... anything to avoid the word "Engineer".
It is interesting to note that the PEng Assn's are looking closely at the software
industry and are considering that it is possibly a valid Engineering occupation and
that they should fall under the P.Eng. laws.
Frankly I think it's ridiculous, even as it stands today, but that's another matter
altogether for another forum!

regard to NAFTA Chapter 16 which permitted amongst others IT professionals to work
temporarily in any of the NAFTA countries. HOWEVER, unlike the CFTA which preceded
it, NAFTA excluded programmers. So, Software Eng. was a common job title in an
attempt to get people into the US. The INS twigged what was going on and now screen
software engineers as not being programmers.
