Default Dependent children outside Canada security check

I am filing from within Canada and have a dependent child (21 yrs) in
US who is not planning on immigrating. The section under "secuity
checks" in application says to get background check for her to send
with my application, but under the "completing the immigration forms"
section, it says that she will be contacted by visa office there if
security check is required. I am confused. Does she need fingerprints
and clearance now, or do I send in my application and wait for her to
be contacted?
Thanks
