Declaration of Intention to Marry

Hi all,
I'm doing a fiance sponsorship, and she has received IMM 243, Declaration of
Intention to Marry. It has a place for an Immigration Officer to sign it.
I read in an old post on here that they sign it when the visa is issued -- that is,
we don't need them to sign it now, we can simply sign it and send it in. Did anyone
else get a confirmation on this?
