Default Declaration of acceptance from Ex-Husband - Advice Please

I am sponsoring my girlfriend from Belgium and we have received a form from
the Paris office for her ex-husband to fill out and get stamped by a Belgian
official stating that he know that his daughter is going to move to Canada
with her mother. The problem is that he is not in the country right now
and will not be in the near future. He is in Spain and is intending to
immigrate to Australia.

The form clearly states at the bottom that the signature must be verified by
an official authority in Belgium.

There is no consulate or embassy near him as far as I can find. He is
working on the island of Ibiza.

Do you think we could get him to get the form notarized or something there?

Any suggestions would be helpful. I am going to call immigration
tomorrow....

Greg

I bet you there is a Belgium consul in Barcelona, which is pretty short boat
ride from Ibiza.
