Daughter's ban temporarily lifted, but with a big?

We have got a reply back from the Canadian High Commission regarding our daughter's ban. They have said that based upon her current medical results (which expires in June) she is NOT medically inadmissible for a SHORT visit to Canada this summer. They have refused to lift the ban totally and she will have to undergo further DMP medicals if she wants to visit at any time in the future. This will be a full medical and X-Rays and from what we understand she will have to have a medical each year if she wants to visit. Yet more money in CHCs coffers.
Why she is admissible for a short visit now, but not at a later date does not make sense, but then again, we are dealing with CHC aren't we?
They said they would also require a letter of invite from her aunt, which is not a problem. However, they are pinning us down to specific travel dates without any flexibility for some reason.
OK, we could have lived with that. However, what we are not prepared to accept is the sting in the tail in their letter. They stated, "You should note that this is not/not a guarantee of entry. The Immigration Officer at the Port of Entry will decide on her entry on the basis of the latest information available"
If they had left out that last sentence, we would have been reasonably happy
We would probably be OK in reality, but we are not prepared to risk paying out £1200 + to be turned around at Toronto airport. We would then have to purchase return tickets (assuming there are any available at the time), because our return tickets would not be valid for an immediate return to the UK.
For some inexplicable reason CHC are making things very awkward for us.

thats some good news at least......your daughter will be able to see her relatives which is lovely....hopefully things keep developing in the case and in favour of yourselves.....keep on believing

I don't know about the non-guaranteed entry, but I'd guess that's the same for all non-citizens/PRs - you can have the right visa in your hand, but still be refused at the point of entry for various reasons. They're probably just covering themselves for that.

they have imposed nothing on you. that is a standard procedure, and here in US they do enforce it quite frequently for no apparent reasons beyond your country of citizenship!
looks like you have a great deal of free time on your hand....may be your daughter wouldnt want to visit her aunt 12 times a year..
