Could it be a waiver in my case?

Hi everybody,
A month ago I got my AOR from Bucharest. It was cleary noted there that, if an
interview is required in my case, I would be informed about that not earlier than in
20 months.
Yesterday, I got the medical forms and a request to pay the ROLF. Could it be an
interview waiver? As far as I know, if I do the medical examinations today, I must
land not later than an year from now on.
And, one more question... I intend to land together with my husband, but I want to
settle first, and then go back and take my child. If my child undergoes the
medical examinations today, does it mean that he has to land within the following
12 months as well?
