It should, however, be taking into account the cost of car insurance
and heating your home because that would even things out a bit more

That list is based on getting similar (1st class) standards (accommodation,
safety, food) on all of the listed cities. That is why the chart says that
Mexico City (for instance) is more expensive than Toronto: getting good
accommodation and food in an area as safe and nice as similar areas in
Toronto will cost you more in Mexico City. But in reality, if you are on a
budget, Mexico City can be much cheaper.

That is the whole point of the survey. The disclaimer is "to maintain same
quality of life". But, of course, if you don't eat or buy anything and live
on the street your living cost will be Zero ;-)

Having lived in quite a number of cities that mentioned here, I can attest
that these surveys are close to the truth. What is your proof to backup your
argument?
