What a piece of crap, scary tactic to get desperate clients.
Government didn't announce anything yet and nobody knows when they will announce something. Nobody outside very small group of people in CIC also can know anything about changes and planned timeline.
Canadian Visa Bureau is a UK based consulting firm with zero connection to Canadian government, not even authorized to represent anyone before CIC. It is not the first and likely not the last time some shady consultants are using scare tactic to get naive clients.
"June 30 deadline"???? Where they got it from?!!! Once government announces changes they will be applied to all applications received after the announcement. Government can announce something tomorrow or next year as far as I know. Alleged (not verifiable allegation so far) by Nigel Smith from Visa Bureau self imposed by government Sep 30 deadline to "identify objectives" doesn't mean anything.
Applications received until the date of changes announcement will continue to be processed under current eligibility rules - unless CIC decides to implement changes retroactively as law allows them to do it. In such case nobody will have any "early warning" from anywhere.

I'll believe in it when I see the announcement either on CIC website or in reputable newspaper.
Canadian newspapers and networks usually pick up fast and promptly publish/comment on any immigration related news. I went through all major publications and news networks online and didn't find a single reference to claimed in the link (in post #182 above) information.

In FSW new instructions eliminated "foreign nationals living legally in Canada for one year as a temporary foreign workers or an international students" from the eligibility list. Now only those with arranged employment and those on new occupations list can apply.
Another bad thing is the 20,000 annual cap on FSW applications without arranged employment and within this cap a 1,000 annual cap for each NOC code on the new list. Even worse - the notice states:
Within the 20 000 cap, a maximum of 1 000 Federal Skilled Worker applications per National Occupation Classification (NOC) code will be considered for processing each year.
It may mean (I hope not) that CIO Sydney will simply not even accept more than 1,000 applications for the eligibility determination in each listed NOC.
Financial managers, auditors and accountants, computer system managers, accommodation managers, health managers, etc., even construction managers are gone from the new list... crazy man... crazy...

So does that mean with the new list, I need arranged employment before being able to move to Canada?

For couple months now everyone knew that list will be changed, it was well overdue since Nov 2009 already and most people expected the change back in May.
Experts here were advising all who qualified under old list to apply promptly and without hesitation, now it is too late.

Yes, you need arranged employment, Canadian child, spouse or partner to sponsor you or you need to wait for new instructions few years down the road. Or try one of PNP's which you may (or may not) still qualify for.

Definitely shocking for people belonging to eliminated occupations, particularly the bigger ones like IT, Financial and Construction Managers. But certain new additions may bring hopes for another group at the same time; as I was always looking for 1122 (Business Services Professionals) and 2151 (Architects)
Nevertheless, the almost 10 times reduced 'Cap/Limit' on annual number of applications overall as well as per each Occupation is definitely alarming! Compulsary Language test will be another key factor, in terms of proper pre-arrangements before complete application can be sent

I have already mailed my FSW application with IT Manager occupation on 21st June 6 days back by courier, I haven't received any notification from CIO.
Any Advise on what to do ? Can I revoke it if I will not qualify ?

What you want to "revoke"? Did you really apply without knowing if you qualify or not? You must be joking....
