I am landed immigrant in Vancouver. I want change my children's names
and I have already got the Certificate of Change of Name. I would like
to know what to do next and how to change their PR card in Vancouver?

You would have to apply for new PR cards with proof of the name change. See
www.cic.gc.ca. for applying for card.
