Canadian PR and green card
Will a Canadian PR be denied entry to Canada just because she has an U.S.
immigration visa in her passport?

No. But taking permanent residency status in another country will be seen by Americans as abandoning their GC.
Regardless what you read and hear from "those who know better" because they know someone who hasn't been caught yet it is not really legally possible to keep GC after taking PR in Canada.

Maybe I didn't make myself very clear.
So Canadians don't see obtaining green card as abandoning Canadian PR?

and if GC application is in progress and applicant has received Canadian PR. Would BCIS/INS reject his his case ?? Just curious

Hard to say - but I wouldn't bet on rejection on application stage.
