Default Can we apply from anywhere - Experts please help!

I had a question for a friend of mine -

He is in India right now and wants to apply for Canadian Residency. Can he apply through Buffalo under the skilled worker class? Or do you have to be working here to apply through that post?

I was under the impression that as long as you can come to NY for the interview you can apply from here but am now sure about this.

Please do reply.

Thank you.

U R Right. As per new rules you can apply from anywhere & its your responsibility to come to that place(Country) if an interview is called for.
I think You may also have to do medicals at the same place(Country) as per the new rules. If there is any re-medical , then it will be a problem. It adds to the no. of visits. You can not transfer ur case to any other Embassy. Imagine how difficult it is to get VISA at every step in the above process!

You are under the wrong impression. This is what Regulations have to say about
it:

-----------------------------------------------------------------
11. (1) An application for a permanent resident visa - other than an
application for a permanent resident visa made under Part 8 (refugees) - must
be made to the immigration office that serves:

(a) the country where the applicant is residing, if the applicant has been
lawfully admitted to that country for a period of at least one year; or

(b) the applicant's country of nationality or, if the applicant is stateless,
their country of habitual residence other than a country in which they are
residing without having been lawfully admitted.
----------------------------------------------------------------
