Can a PR apply for the PR card from outside Canada?
My sister travels a lot between Taiwan and Vancouver, for business.
She has a PR status but unlikely she'll be in the country when it's
her turn to apply for the PR card in June 2003. So can she still apply
even if she's not here?

Your sister must apply for PR Card while residing in Canada. She will also have
to pick-up the Card in person from CIC office when notified that Card has been
issued. If she will not be in Canada in June 2003 then she may apply at any
time after that period.
