Can anyone help me with a clarification

Dear All,
In 1999 I recieved H1 papers from one software company in US and I submitted it in US
consulate Chennai. They have taken the application and notified it in the back page
of my passport reading 'Application recieved US Consulate Chennai, Send for AFV' and
gave me back the passport informing that the consulate will contact me later
regarding visa. Till time there is no reply from the INS regarding the Visa,even
after its date of expiry.
Now I wish to apply for a Canadian Immigration in the independant category. Since
Canadian immigration application form is only asking like
'Applied previously for an immigrant or visitor visa to Canada? Been refused an
immigrant or visit visa to Canada or any country?',
Would it be necessary for me to inform about my American H1? as it is neither an
Imigrant nor Visitor visa. If at all i am applying with out informing the above, will
the 'black stamp' behind my passport create problems ?
Please convey.

I belive that you can say that you were never refused a visa however to cover your
self there is space on the IMM00008 to make a notation about you US visa application.
Being refused a US visa is not grounds for refusal of a Canadian visa.
