CAIPS NOTES for visitor visa

Default CAIPS NOTES for visitor visa

If you apply for a tourist visa, do they have CAIPS notes on the application?

Are you able to obtain this from the embassy or consulate where you applied?

Yes

No, Unless you are a Canadian Citizen or a PR of Canada you cannot obtain
this information. You may give your consent to a Cdn or PR to get the notes
for you.

Just a quick question here. Is this true of foreigners resident in
Canada on student/work permits as well?

Actually, what I mean is -- can a foreigner with a student/work permit
who is resident in Canada be given consent from someone who failed to get a
tourist visa, and then receive the CAIPS notes on the applicant's behalf?

I am Canadian so I should be able to get it.

Next question is do I just use the consent form from the person
applying and ask for specifics? Or do I have to specifically request
this from the embassy / consulate?

Is it possible to get notes for free and where should a Canadian citizen ask
for them. My relative was refused tourist visa and I can get his
authorization to ask.
I don't like sending money to unknown web sites promising those notes.
