My time line is as follows:
Application sent out to Buffalo: January- 30-2002
Acknowledgement of Receipt AOR: May-16-2002
Asked for more papers, advised of interview: December-01-2003
Transfer should happen from 5-10 months: May or October 2004
In light of this I have decided to send to get my CAIPS file I wanted to ask a couple of questions in this regards:
1-Does my time line sound reasonable, I have checked other discussion boards and found out that some participants had got their PR visa during that time?
2-I am sending the request (IM-5475), and $5 American dollars with a return address of Canadian friend of mine. To this address;
Public Rights Administration
Citizen and Immigration Canada
Narono Building
360 Laurier Ave., 10th Floor, Section D
Ottawa, Ontario K1A 1LI
Do I have to send more documents to this address concerning my friend’s Canadian citizenship? How do I send the money, in what form? Should I send it or should he send this letter, it would be fast if I did from my end?

I will let the experts answer the first question.
In regards to your CAIPS you have to pay CAD 5 do not send US dollars. You need to send proof of your friend's citizenship like a copy of his passport or birth certificate.
You should send the papers to your friend he has to make a letter requesting CAIPS anyways and he can easily buy the money order at the post office in CAD it costs 3 bucks.

One Question is why is the transfer taking so long ?
I read on the detroit website that it takes 8 to 12 weeks to transfer the file ,
Are you saying that your interview is going to be scheduled in 5 to 10 months ? or It will take 5 - 10 months just to transfer the file and it will then be placed in the queue ?
If the second one is true then you have to wiat long

Dear XX,
it takes 5-10 to transfer the file. I have a friend of mine who faced the same thing. I think it is caused by the lack of feet of the application.
Those guys take forever. What is your experiance with them.

I am waiting for mY application to be transfred from Buffalo to Detroit,
Applied in June 02 2003,
AOR on Aug 04,
Initial Assesment on April 07 , I got the letter on 21 Aprl
Interview needed in Detriot and File will be transfered and NO need of any papers,
Just waiting , Don't know how long it will be from now
But Have a look at this detroit site ,

It says max of 12 weeks for the file to be transfered from Buffalo to Detroit,
Once it is transfered to Detriot , We have to wait for 6 - 8 Months for our Number,
