CAIPS OR FOSS
A Convention Refugee waiting for long time for Landing and needs to get his
personal file notes. He has Client ID# number.
What is advisable to apply CAIPS or FOSS and if possible WHY?

No CAIPS notes for "in canada" applications. You should apply for your
file,as well as FOSS will be mostly documents and reports issued.
