I am currently in the US. I applied for PR to Buffalo back in June 26th 2001 and got
my interview waiver at end of April. I am still waiting for the final decision. I
thought about accessing the CAIPS records and I've learned from previous posts that
it is possible for a Canadian citizen or PR to apply on my behalf by filling out the
Inidividual's Consent to disclosure and/or use of personal information. I have a
Canadian friend who lives here in the US, he doesn't have an address in Canada. Does
he qualify for this? using a US address? One more question, does it take 3 weeks to
get this information back?

This is actually written on CIC web site I just copied.
"please note that , due to Canada's privacy legislation, third parties (e.g. sponsors or other relatives of the applicant, legal practionners, consultants, prospective employers, etc) cannot be provided with informaton unless they are Canadian citizens or permanent residentes residing in Canada, and are authorized by the applicant to receive informaton. This authorization must be in writing, signed by the applicant and provided along with your fax or letter."
