Hello, After the senate passes the bill does it immediately take action ? Or they

After passage of C-11 there will probably be some delays while regualtions are
written and approved. In the past this has taken more than a year. Jim Humphries,

I called up immigration Ministry. According to them, They do not want to delay
for Approval.
And also it should become law by the end October, 2001. (Very likely)

It may become "law", after Royal Assent after being debated and passed in the Senate
and then returned to Parliament by October. But until the Act is promulgated it will
not be in force. The policy and regulations have to written. Regulations are written
in conjunction with the Bill, but once the Bill is enacted the regulations will have
to go Cabinet committee and then published in the Canada Gazette for 90 days for
comment. There could be further changes in the Regulations based on the comments
received. Then staff have to be trained both in Canada and overseas, new documents,
kits, forms etc.
Jim is right. The last Immigration Act was passed in 1976 but was not enacted
until 1978.
