I just checked the Buffalo website, and they're
processing November, 2002 applicants, and also
creating files for November, 2003. That seems like a dramatic
improvement. Did CIC finally put in more human resources into
Buffalo RPC??

I just applied to Buffalo a few weeks ago, and could someone
please tell me what "creating files" really do-- do they check
if everything's in the file or do they just make a file and that's it?

creating a file number for you, that is all, you may have to waite for between one half years and two years after the file creation to hear from them again.

However some time in future, we would see buffalo catching up
as the option of applying outside home country is no longer
there (in most cases). Therefore it is not a question of adding
extra resources, the new inflow has started to go down at buffalo.
