Bill C-11
I am Canadian Citizen currently working out of Canada. My wife is a canadian PR and
left Canada in early March 2002 to join me. Now she is planning to go back to Canada.
Does the bill C-11 applies to her (she left Canada in March). I tried to contact
canadian Consulate and I was told that they are no more issuing RRP's. I dont want
her to get in trouble after landing at Pearson airport. Any views what should I do.?
what is the legal status of those people who left Canada before the implementation of
C-11 in June. ?

Bill C-11 is signed into law since November last year and is thus called the
Immigration and Refugee Protection Act (IRPA).
And yes - it applies to everyone, regardless when they landed. Your wife's absence
from Canada while accompanying you (a Canadian citizen) will be counted as days of
presence in Canada for the purpose of maintaining PR status.
