My medical exam was completed in the middle of March, 2001, and I am still waiting
for the final conclusion of my case by Buffalo center. Recent contact with Buffalo
explained the extra delay of my application is due to the lengthy background check.

My lawyer told me that everyone should go through a background check. However, my
impression is that not everyone goes through a detailed background check like I am
going through now. Since many of them obtained their LP in three months after the
medical exams.

My questions is how do the immigration officers select different cases for detailed
background? Is it by random, or by some criteria such as the evaluation points?

Background/security check applies to every applicant as is the same for everyone.

Background/security check is conducted by Canadian security agencies, independently
from the immigration authorities, with and/or without a cooperation of proper
agencies and authorities in all countries you have resided for 6 months or more. This
tasks is to find out if you are or were at any time involved in any criminal
activity, organized crime, espionage, terrorism, war crimes, crimes against humanity
or any other activity that may pose a threat to the security of Canada and Canadians
and if you are or were a part of or working for any government or organization
involved in war crimes, human rights abuse and crimes against humanity.

Depending on your nationality, background and countries you have resided in this
process may take from few months to well over a year to conclude. And this is where
the time difference between various applicants is - it has nothing to do with less or
more "detailed" process, it all depends where in in how many countries it has to be
conducted and how difficult it is to do it there.

Is this background check in addition to the FBI report that one has to obtain through
finger printing and send with the application, or this background check if for
countries other than USA since they already get a FBI ropert from USA

FBI clearance or any other police certificate only verifies if you have a criminal
record at the time of issue. It has nothing to do with background/security check and
it does not substitute for one.

Background/security check is conducted by Canadian security agencies, independently

All applicants between the ages of 18 and 65 years are subject to the background
clearance. The duration of such varies greatly depending on individual
circumstances, including country of citizenship, prior work experience, political
affiliations, and more.
