Advise needed
Hello,
My company has transfered me to Toronto office with legal Work Permant. I need to
apply for Canadian PR while working/living in Toronto. Can I apply for PR from within
Canada or do I have to apply from nearby consulate (Buffalo i guess)?
I appreciate any advise.

You have to submit your application to the visa post outside Canada - in your case it
will be Buffalo.

Andrew Given that Buffalo can't be regarded as a particularly fast visa post these
days (can it?) shouldn't many people working temporarily in the US consider applying
to the visa post serving their home countries instead:
- might someone from Western Europe get speedier processing this way, if the visa
offices there are not as overloaded as Buffalo currently seems to be.
- many other nationalities have got the problem if they apply to Buffalo of possibly
having to return to the US for an interview (if this is required after they have
gone back home) and often face the problem of getting a US visa to do so.
Thoughts welcome.

Yes Jeremy, many nationals on work or student visas in US will be better off applying
through the visa post in their home country as Buffalo which until late 2000 was one
of the fastest processing post is now among those slow ones (currently published
processing time with interview required 36+ months).

No, employer cannot sponsor anyone for immigration visa - you are thinking in US
categories, not Canadian. Canada doesn't have an employer based immigration
sponsorship at all - you must apply on your own merits and submit application through
the visa post outside Canada, although having worked in Canada for at least a year on
EA will give you 5 bonus points. Having EA valid for at least 12 months beyond your
PR application date will give you another bonus points for arranged employment.

I've just started work in Canada on work permit. My work permit is valid for 24
months. Do I need to wait for 12 months before I can claim 10 point for Factor
5? These points are critical for my success for PR as I can collect only 71
without these.

No, you don't need to wait at all - you'll get points for arranged employment as long
as your work permit is valid at least 12 months past PR application date.
