How about sending in the application first and sending additional data afterwards ? In my case this would be my TEF test results.
Would this delay the whole process ????
( I want to start processing asap in order to avoid an eventual raise in points AND I'm almost 49 )

Starting now won't save you from anything - if pass mark goes up before your visa is issued then you will be subject to new pass mark anyway. Same with your age - there is no lock-in date for your age, if you turn 50 before your visa is issued your score will drop by 2 points.
You must submit proof of language proficiency with application - it can be a substitute evidence though. Test result may be submitted later and should be taken into account as long as it reaches processing officer before assessment stage.

Thanks for answering my question.
However, I'm not totally convinced about the lock-in-date for age,
like many things in Canadian immigration, the law nor the rules are very clear about it . Take chapter 5.19 in OP 1 procedures, which is pretty confusing on that subject.

While there is no lock-in-date as far as the pass mark goes, there is a lock-in date for the age. OP 1 - Procedure:
