"Basic" language proficiency question

"Basic" language proficiency question
Hi. Kind of a dumn question:
What does "1 to max. of 2" points for the basic language proficiency mean? If I have
a basic proficiency in each ability, do I get _at least_ 4 points? Can I get more
than 4 points for this level of proficiency?
If I have taken one semester on college French and am still on top of it, is it
enough for "basic ability"?
Is there a place on the Web where I could have found answers to these and similar
questions myself, or are these details published only in hard copy version?

We are all waiting for those answers and they will most likely be in the Immigration
Manual which is not published yet.
