under manuals.

Bad advise! I have been doing this for my client for the past four years at least and never encountered any problems with CIC. Client submit the applicant, while waiting for AOR receive police clearance, and then submit police clearance upon receptio of AOR.

Bad advice, suggest you read the OP Manual about incomplete applications.

I could locate the manuals ,
Actually I tried earlier , once Mr.Andrew directed me, but search function says NO!! But once you have emphasised CIC site , Once again I tried , although search still says no , but some how I got it.

It makes sense to submit complete application in first go.

Actually going through check list of documents to be attached with PR application , police certificate in ORIGINAL is a requirement which should be part of application package. ( as seen for CHC Delhi India instruction set)

Taking liberty by submitting PCC at a later date may be working at some or all VISA posts, but it is indeed interesting to note that incomplete file is simply placed on the hold and it is in no queue whatsoever. I do not know if CHC VISA post has ever returned application on this account , which is not a bad situation.

But it will be really bad if file is lying in a cold storage and applicant has no clue at all. I do not know if this happens!!!

I repeat my question , do we have a way to know if some thing is lacking . Realising it 36 months later will be a mistake.

Unfortunately if you prepared application package all by yourself you won't
know what is missing beyond basic documents listed in the checklist, you
won't know what is not conclusively proven and what may trigger interview
call and/or request for additional documents. Only experienced immigration
practitioner who is submitting number of cases each month can determine
and/or predict that after full assessment of your case and detailed
evaluation of all what has been submitted. You may of course get some clues
from analyzing your CAIPS file if you know how to interpret it, but it will
be too late for making any difference or fixing things as your mistakes,
omissions and/or officer doubts are entered into the system after they
already triggered certain action.

I think PMM is probably right.
With due respect, I think what you are referring to was a practice under the
old laws where the police clearances were forwarded later.
My own application was done this way under the old laws.

But I believe things have changed now and CHC expects a complete
application.
The exception being a US FBI clearance, which is to be sent only when asked
for and not with the application.
