Footpaths - who has priority?

Yesterday I had just started walking along a footpath with my two dogs next to a children's playground. A cyclist was already halfway so I moved out of the way. The cyclist I could see had no intention of stopping or dismounting. I'm adamant that footpath is not a shared cyclist/pedestrian footpath. As I got to halfway another cyclist appeared. That cyclist dismounted but I still felt obliged to move out of the way.
Who should have priority?
I've experienced similar in Miskolc where cyclists are allowed to ride on the footpath. Unbelievably cyclists seem to think they have priority and some of them cycle quite fast!

My reasoning is this, My dogs are my responsibility and it's up to me to keep them from either being harmed or causing harm.. The best way I consider being able to do so in this situation is to move my dogs to one side, stop and tell them to stay or sit, and let the cyclist/group pass me.
Just my personal opinion.

I would echo what Sachina said however priority and right are 2 different things.The article linked to above states that cycling is prohibited on pavements, footpaths and others so the cyclists should not be on footpaths. Pedestrians are allowed to use cycle paths if there is no footpath but have to give way to cyclists.
Whilst cyclists are not allowed to be on footpaths the old adage 'might has right' would dictate that discretion is the better part of valour but if it is a problem in the village with 1 or 2 people then ask them to use the road or failing that talk to the council - especially if the speed is excessive.
