The DWP seem to have contracted a mailing company based in Malta for DLA/PIP. On behalf of DWP they sent a letter without including 'Hungary' so it ended up in Slovakia which then added 'HU' and was successfully delivered.
I've no idea why the mailing company did not add 'Hungary'. It's very likely the mailing company assumed all mailings would be for the UK only and not other countries.
