P V S Sardesai, former state registrar of Goa - is the guy who published a paper a couple of years ago saying; amongst other things, that the Registrar did not have the legal authority to refuse to register the deeds of resident foreigners.
I think he got a lot of political flak for that, but he does seem to be reluctant to actually say anything actually contrary to the law.
He seems to know that the Goa Registration Amendment Bill is very unlikely to become law, and is scratching the barrel to find something else.
It is however depressing to realise that the anti-foreigner brigade is still thriving unchallenged in Goa.

Dicholkar and architect Gerard D’ Cunha, who are overseeing the restoration, were blamed for allegedly building a new facade to accommodate an elevator. The case is pending in court.
“After the local people alleged violation of conservation norms, an independent committee of experts visited the fort last month to take stock of the work and probe charges of violation of conservation norms. It will submit its report to court in two weeks following which the court will give its findings,†Intach chairman S.K. Mishra told IANS in Delhi.
The large fort originally built by sultan Adil Shah was later fortified by the Portuguese.
Mishra said the Helen Hamlyn Trust has given 400,000 pounds


to restore the Reis Magos Fort and convert it into a cultural centre.

Weak pound helped Goa get Brit tourists
With the British Pound Sterling sinking against the Euro, dollar and other world currencies, non-Eurozone became the travel buzzword of 2009. British tourists, wary of the recession, searched for greater affordability in their quest for the sun.
Research by travel website Cheapflights.co.uk found searches for flights to exotic beach destinations increased from January to March 2009, as Brits looked outside their usual European destinations to get more ‘bang for the buck’.
Goa fared especially as a result - incoming traffic increased 85 per cent in Q1 2009, as compared with Q1 2008. Delhi was 36 per cent up. Manila saw a 16 per cent increase, while Turkey scored a 19 per cent increase.
On the other hand, Euro and dollar destinations like Tenerife (53 per cent decrease), Lanzarote (40 per cent decrease), Orlando (31 per cent decrease) and Sydney (20 per cent decrease), all fell, reflecting the weakness of the Pound against the Euro, American and Australian dollars.
Now, with the Pound bouncing back against the Euro, Cheapflights.co.uk is asking what impact currency rates will have on the coming Asian season, this winter. Unemployment is expected to continue rising over coming months, with a full economic recovery not expected until next year. But the public will likely continue booking holidays, with late deals and bargain hunting more sought after.
Is it just me that saw 85% LESS tourists in Q1 2009 vs Q1 2008? If there were 85% more this year, were they Up North?
