A "beginners guide " would be outdated in a day. If you are looking for official regulations etc, you should know that India changes them so frequently that even Indian officials cannot give you definitive anything. If its culture, customs of local etc, if its just Goa that interests you,then you are in luck because any tourist guide and blog written by western tourists will give you information.
To begin with though, the standard travel to third world countries applies: get all vaccinations, dont drink unboiled water or uncooked vegetables. Take mosquito repellant, peptobismol, a torch with powerful batteries, an unlocked cellphone which you dont mind losing, cotton clothing that breathes and comfortable footwear. If you are a woman alone, a strong taser appliance could well be necessary depending on where you are going, what time, and how well you can dismiss large groups of rabid men and dogs.
Unless you actually begin by applying for your visa, there is no beginners guide!

Also, behave in the tourist areas of Goa as you would in any crowded tourist or city area--there will be crime/drunkenness/drugs etc. Men looking to take advantage-both local rif/raf and foreigners.
There are not crowds of rabid dogs! although rabies exists and it is foolish to pat/feed stray/feral dogs.
I would not as a female wear visible jewellery or go out alone after dark in Goa, or London. However in Karwar I would not feel nervous of doing either.
