REVOCATION OF PERMISSIONS GRANTED BASED ON RP 2011
The Goa Bachao Abhiyan has been persistently following up with the Government, through the Chief Secretary, to revoke all permissions granted under RP 2011.
The GBA has confirmed that the Chief Minister and Chief Secretary have given official approval on 2nd April 2007 for the revocation of all NOCs granted based on RP 2011 by the Town and Country Planning department......

.......The process of revocation of the individual permissions has already been initiated by the T&CP Department. The GBA would like to bring to the notice of all who have obtained permissions under RP 2011 that same shall stand withdrawn/cancelled vide the above decision of the Government. Those wishing to continue with the said constructions awaiting formal orders from the Government shall be doing so at their own risk.......

The answers to your doubts don't rest with the agents/developers, but in an administrative and political overhaul of the existing system. Meanwhile, corruption may prevail in the short term, which won't necessarily make certain building developments retrospectively "legal"; certainly, if GBA's agitation gains momentum.

It is heartening that, in this newspaper report at least, GBA are turning on the real systemic causes of the planning problem and not indulging in a rabid and unjust attack on foreign purchasers of property who have mostly been duped, and who would just as likely welcome controlled and restrained development to protect Goa's natural beauty and culture, as advocated by GBA.

....Is the new ordinance on land development another Regional Plan 2011 in the making? Judging by what the new ordinance proposes to do and what it states it appears that the people of the land will have no say in any land development project? In fact the steering committee which will be formed to study any land development project will have the final say and if one examines the composition of the steering committee then it looks suspiciously like the same committee that was also behind the formation of the Regional Plan 2011. So are the people of Goa facing the Regional Plan 2011 in a new avatar?....

.....And by overriding the local panchayats and other civic bodies the government is showing its autocratic ways that it does not feel that the people’s opinion is important. In fact by overriding the panchayats and other civic bodies, this ordinance is in fact trying to bring back the Regional Plan 2011 in another form. It is allowing construction in the villages and other areas of Goa without taking the peoples views into consideration which is going against the spirit of the 73rd and 74th Amendment of the Indian Constitution......

As far as im aware 2011 RP has only been abolished in its old form but is going to re-appear but this time with consultation from GBA etc.
I think there would be a riot if they tried to reinstate the plan in its old format and without the consultation of those who brought it down to start with. Riding Shotgun over the Goan people and the GBA will definately result in street demonstrations and worse.

Hey All you guys ,the 2011 plan is going to be freeze within next coming 6 months. So absolutely this is the time for all you investors in buying land in Goa.
I myself a developer belief in safe gaurding goa,but we do it as per the government Building norms.

What your chamber of trade, really needs to work on is the visa situation people will not purchase now if they cannot get properties registererd in their names or will they visit Goa as a holiday destination with the present position of obtaining a tourist visa. You only have to look at the Tourist Advisor site and Holiday Truths to see the feeling.

We love Goa and have been coming since yearly 90's but the current hassle with visa's and our property purchase situation has taken the golden glow off the place.

Well we are land developers and have our entire team of advisor's in regards to your visa,FEMA and other Legal documentation for Buying and Leasing of properties in Goa. I cannot see how you can possibly help the visa situation here in the UK and i am very concerned about your post.
Most members on here have already sought legal advise from credited Solicitors and are fully aware of the current situation in Goa.
It is because of scrupulous land and property developers like yourself, that many now find themselves in this situation. You will not be allowed to con anyone on here, so take your team of advisors and **** Off.
