OK. I have 2 small private pensions in the UK. So far, either people didn't want to touch it - because it is so small or they wanted 20%. Feel like, yet again, I am being mugged by the financiers. Any info, on how to get around them? Ideally, I would transfer it to German provider. Is there a guide on how to do it oneself?

This is the link to the UK Inland Revenue QROPS list http://www.hmrc.gov.uk/pensionschemes/qrops.pdf

You will see that Germany has a number of firms that offer this. Try contacting them directly.

Just make sure that you read the caveat at the top of the list. It makes the point that being on this list does not mean approval.
